Newark, DE – After 22 years with the Girl Scouts of the Chesapeake Bay Council, Chief Operating Officer Julia “Judy” Zecca will retire on January 18, 2008. Donna Smith, an 11-year member of the council staff, will be promoted to the COO position.

Judy Zecca, of Newark, Delaware, began volunteering with the Girl Scouts in 1976 and joined the staff working in the Program Department in 1985. Over the years she has held positions as Program Director, Director of Operations, Chief Operating Officer and Sr. Vice President of Membership Services.

Donna Smith, of Salisbury, Maryland, the new COO of the Girl Scouts of the Chesapeake Bay Council, volunteered with the Girl Scouts for 20 years before joining the staff in 1997. Donna was previously the Director of Membership and Director of Adult Development with the Chesapeake Bay Council.

“This is a bittersweet time for the Girl Scouts,” said Judy Taggart, CEO of Girl Scouts of the Chesapeake Bay Council.  “The Council is grateful for Judy’s hard work and dedication over the last 22 years.  She will be missed by staff and Girl Scouts across the peninsula.  We are excited to welcome Donna as our new COO.  Donna has a deep understanding and appreciation of Girl Scouts and will be a strong asset to our executive team.”
